ROLE & PURPOSE:
To provide a professional building technical service and be responsible for the design, specification, and project management of building construction and/ or building services installations for new build, maintenance and/or refurbishment programmes of work. This may include taking the project lead or working as part of a larger building maintenance and design services team.
We are seeking to appoint an enthusiastic, efficient, professional, highly experienced, and motivated individual to join our team, reporting to the Associate Building Services Engineer (Maintenance and Statutory Compliance Team).
The successful candidate will be responsible for monitoring, delivering and reporting on planned maintenance programmes; managing specialist statutory servicing contracts and contractors; overseeing day-to-day reactive maintenance activities to support effective service delivery; undertaking condition surveys; providing technical advice in accordance with current legislation, regulations and industry best practice; leading on minor mechanical design, refurbishment and improvement projects, including the preparation of technical specifications and oversight of works through to completion.
Candidates must have a proven and extensive background in mechanical building services engineering and the maintenance, inspection, testing and statutory compliance of building mechanical systems, together with a comprehensive understanding of relevant legislation, standards and compliance requirements. Applicants must hold appropriate technical and professional qualifications and be capable of interpreting technical information to support decision-making and ensure compliance across a diverse property portfolio.
The successful candidate will possess excellent communication and interpersonal skills and will have demonstrable experience working across a wide range of sectors, including leisure, commercial, heritage, museum, education and housing environments, including multi-occupancy residential properties.
Experience of working with computerised maintenance management systems (CMMS), asset management databases, compliance management software and Microsoft Office applications would be advantageous. Experience of working within a local authority environment and managing statutory compliance across complex and varied property portfolios would also be beneficial.

PRINCIPAL ACCOUNTABILITIES:
1 Strategy - Provide all the building construction design and maintenance aspects for specific design and construction projects and schemes, so that all building maintenance / constructions solutions are sustainable and whole life-cycle costs are minimised, enabling the delivery of the annualised strategic plan for the design and construction group. Develop, procure, control and manage variations for specific contracts with building and design services construction (related contractors) so that all appropriate projects and maintenance comply with designs and specifications, are completed on time, to budget and compliance with statutory requirements is maintained. Promote the services of building construction and maintenance so that partnerships are developed, bids are tendered, and contract opportunities are secured, enabling the successful delivery of the business plan.
2 Customer Focus - Provide technical reports, drawings and project status information for use by elected members and their committees, ensuring all appropriate plans and service delivery are understood and that informed decisions can be made, and Council integrity maintained. Deliver appropriate consultation and support services, both internally and externally, so that all appropriate building construction and maintenance related issues have the relevant “Technical Input” and impact on Council operations and plans. Act as an expert witness and/or support to the legal team in relevant legal proceedings so that the Council is properly represented, and its integrity is maintained.
3 Performance Management - Project manage specific building construction and maintenance feasibility studies and/or projects utilising cross-functional/departmental, multidisciplinary teams so that expectations are managed and met, and the integrated delivery plan for the building and design services can be realised and the Council’s Corporate Strategies can be achieved. Be an effective member of the Technical services and maintenance team, deputising for the team manager as appropriate, so that performance contributes to service area objectives as planned.
4 Leadership - Demonstrate and develop a high level of competence, technical and specialist knowledge. Act as a champion for key schemes, ensuring the objectives are clearly articulated, and support the development of building construction and maintenance best practice through your own commitment, initiative, and lead by example.
5 Statutory Obligations - Carry out all operational activities within the parameters of the service delivery plan, Health & Safety (CDM) and the quality management systems whilst utilising appropriate information technology systems for building surveying and/or engineering services, project management so that customer service is improved, “best value” is assured and that there is regulatory/statutory compliance. Undertake building condition surveys and statutory building insurance inspections for building construction and/or services within all Council owned or occupied properties, including Housing, so that any appropriate reported remedial actions can be implemented, statutory compliance is maintained, relevant certification issued and all appropriate documentation updated, along with the entries on the asset management register.
6 Financial Responsibility - Implement and monitor the capital and revenue budgets (income and expenditure) for building construction and maintenance feasibility studies and/or projects so that income and spend is controlled and “best value” maintained.
7 Process Responsibility - Deliver appropriate consultation and support services, both internally and externally, so that all appropriate building construction and maintenance related issues have the relevant “Technical Input” and impact on Council operations and plans. Carry out the duties of a CDM Advisor on appropriate building construction and maintenance projects so that all relevant statutory, safety and legal compliance is maintained. Where required, provide out of hours working and attendance to meet the needs of the building construction design and planned maintenance projects.
