Brief Description
The Senior Manager, IS Program Management holds key responsibility for the program and project management function of the College of American Pathologists. The program management component focuses on identifying opportunities for efficiency gains and key inter-project risks, issues, integrations, dependencies, and solutions to ensure program delivery. Program consists of infrastructure and operations, member-customer, or IS strategy projects. The project management piece combines strategic coordination, tactical leadership, consistent executive, quality control, and completion of specific projects in support of project objectives.
In this role, the Senior Manager, IS Program Management, serves as a member of the IS extended leadership team and is engaged in cross-departmental and cross-divisional initiatives. Information Services enables business competitiveness, operations, and innovation through the efficient and structured use of information and the deployment of information technology capabilities, services, and solutions. The Senior Manager, IS Program Management leads by example and models the key behavioral and performance attributes that guide the CAP’s employees.
Specific Duties
Primary duties and responsibilities:
Program/Project Management
Support the CAP’s program/project management standards, processes, and procedures and ensure adherence on all projects
Contribute to the development, documentation, and maintenance of system processes and procedures
Assume supervisory accountability for the quality and results of all program projects, regardless of assigned project managers (other staff project manager, or consultant project manager)
Focus on Programs and Program Management and provide direct project management on some of those projects as agreed with Director
Manage current project delivery within the program as a continual multi- year delivery cycle
Provide program governance ensuring all standards, procedures, and oversight to projects
Serve as a liaison for escalation to senior management and establish and execute a communication plan and cadence for the program
Ensure that individual program projects have current and accurate cost, resource, and schedule estimates; perform to expectations, and satisfy project requirements related to functionality, user experience, and performance
Work collaboratively with the Senior Portfolio Manager on development of robust, well documented, and well communicated program and project management standards and procedures
Identify key inter-project risks, issues, and dependencies, and provide solutions to ensure program delivery continuity. In addition, direct and execute actions to mitigate these risks and resolve issues
Identify inter-project opportunities that will allow other projects within the program to leverage benefits and enhance improvement of program delivery. These opportunities include scope commonality, resource- driven opportunity, and leveraging other program and project outcomes and efficiencies
Become a liaison for escalation to senior management. Present major program risks and issues and reconcile conflicting program interests at the Director level and above
Establish and execute a communication plan and cadence within the program for the following:
Project manager – delivery and progress
Director level – Program Steering Committee
Strategy
Understand, support, and contribute to the development and execution of an integrated enterprise-wide, multi-year IS strategic plan
People and Process
Leading without authority is critical to this role
Manage matrixed and/or cross-functional teams to deliver services, projects, and/or work assignments in accordance with the CAP and IS division delivery deadlines, quality standards, and business objectives
Manage communications and coordination with business stakeholders, other IS departments, and third-party providers
Manage consultants and outsourced vendors applicable to Senior Manager, IS Program Management team projects
Technology
Understand and manage the technology portfolio required to support the CAP’s business
Manage and identify ways to foster continuous improvement of the Senior Manager, IS Program Management teams
Manage technology service delivery to ensure services are reliable, available, and stable, and to minimize service disruptions
Drive continuous improvement in the provision of technology services
Operations and Service Delivery
Work with IS Director to prepare capital and expense budgets for the Programs
Support and align management efforts to the CAP’s commitment to four components of service delivery management: Service management, demand management, performance management, and people management
Understand business needs and align service offerings to the needs
Identify, implement, and manage continuous improvement in service delivery effectiveness and quality
Perform other duties as assigned

Education/Experience
Education
Bachelor’s degree in computer science/business or proven equivalent work required. Advanced degree a plus.
Experience
Minimum ten years of experience in information technology required
Five years of project management experience
Working knowledge and deep understanding of health care and laboratory medicine
Related certifications
PMP (Project Management Professional) and other certifications relevant to the role are a plus
Additional Criteria
Weekend and evening work required when necessary
Travel required when necessary; expected to be less than 10%
Candidates must reside within 75-miles of Northfield, IL and meet in office requirements.
Salary: $138,000 - $176,000
