Job Summary:
This is technical and supervisory work in operating and maintaining an advanced wastewater reclamation facility. Oversees the daily maintenance, operation, and process control of the Wastewater Reclamation Facility (WWRF). Manages and supervises the day-to-day operations of maintenance, compliance, and personnel in collaboration with the Chief Plant Operator. The position reports to the Utilities Director.

Performs administrative work for the department
Ensures all policies and procedures comply with established regulations
Reviews proposed modifications to the wastewater treatment facility, acts as a liaison between the City and the Department of Environmental Protection, Consultants, and evaluates equipment performance
Responsible for ordering supplies consumed in the operation of the treatment facility
Keeps records and prepares clear and concise reports on plant operation
Provides Discharge Monitoring Report (DMR) to the Department of Environmental Protection
Coordinates with contractors and engineers for accuracy in the work being performed
Approves domestic wastewater treatment permit for collection system expansion
Oversees emergency activations and activities of the WWRF

EMERGENCY RESPONSE STATUS: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.
MINIMUM QUALIFICATIONS
Education and Experience:
Bachelor’s Degree in Public Administration, Environmental Science, Business, or a closely related field and a minimum of five (5) years of directly related experience in Operational, Engineering, or Utilities Management or an equivalent combination of training and experience
Five (5) years of supervisory responsibility in plant operation and maintenance preferred
Possession of a current State of Florida Wastewater Treatment Plant Operator license or an out-of-state equivalent license, preferred
Municipal experience preferred
Valid Driver's License
Knowledge, Skills, and Abilities:
Knowledge of asset management principles and reliability-centered maintenance practices
Thorough knowledge of machines, equipment, and operating practices of modern wastewater treatment and chemical and physical processes involved in the treatment of wastewater and sludge
Skill in principles of chemistry as used in the chemical and bacteriologic analyses of water samples
Knowledge of occupational hazards connected with plant operations and safety precautions
Ability to read and interpret tests, gauges, and meters used in regulating the operations of wastewater plants and to make minor repairs to electrical and mechanical equipment
Ability to understand and follow complex written and oral instructions and to establish working relationships with employees and the public
Ability to create, prepare, and present accurate reports using Key Performance Indicators (KPIs), make clear and effective presentations, prepare written communications, and maintain accurate maintenance records
Ability to create informative presentations for the City Commission meetings
Demonstrates excellent written communication skills
Must have the ability to write clear Commission memos and communicate technical information clearly to be read by a wide variety of audiences
WORK ENVIRONMENT & PHYSICAL REQUIREMENTS
Work Environment: 95% inside a climate-controlled building; 5% outside, including driving.
Physical Requirements: The essential functions of the job require sitting approximately four (4) hours per day, standing approximately two (2) hours per day, and walking approximately two (2) hours per day. The job also requires frequent fine manipulations, grasping, reaching, repetitive motion, and lifting/carrying objects weighing up to 15 pounds. On rare occasions, the work requires bending/stooping, climbing, lifting objects weighing up to 44 pounds, and lifting objects weighing more than 45 pounds.
Sensory Requirements: Hearing: Ability to detect proper equipment operation and understand what others are saying in normal conversation and on the telephone. Speaking: Ability to communicate orally with others and speak effectively on the phone. Seeing: Ability to see and read computer monitor screens, operate a vehicle, perform field laboratory tests, and read fine print.
Driving Requirements: Requires occasional driving and possession of a valid Florida Driver's License.
Technology: The work requires the ability to operate telephones, smartphones, tablets, photocopiers, printers, desktop and laptop computers, calculators, and all associated software. The work also requires proficiency with computer hardware and software programs, including word, spreadsheet, and database applications, internet applications, and database management.
