1. Utility Systems Operation Assurance
Responsible for the daily operation monitoring and technical management of utility systems, including DI water , circulating cooling water, the refrigeration station, the compressed air station, the nitrogen Tank, steam system.
Develop and optimize standard operating procedures (SOPs), start-up and shutdown schemes, interlock logic and alarm setpoints; participate in the review of DCS/PLC graphics and interlocks.
Handle system abnormalities and unexpected failures (e.g., water quality fluctuations, abnormal pressure drop), organize root cause analysis (RCA), and ensure corrective actions are implemented.
2. Equipment Management & Maintenance
Establish the utility equipment register, inspection and maintenance schedules, lubrication plans and spare parts lists; promote TPM and preventive maintenance programs.
Prepare annual technical improvement (retrofit) plans; be responsible for maintenance plans, job safety analysis (JSA), and on-site supervision and acceptance sign-off.
3. Environmental & Three-Waste Facilities
Manage compliant operation of the wastewater treatment plant (equalization / neutralization / coagulation–sedimentation / biological A/O + MBR / Fenton advanced oxidation / Evaporation crystallization), and support control of COD, ammonia nitrogen, total nitrogen, total phosphorus, salinity and characteristic pollutant indicators.
Provide technical management and ensure emission compliance of waste gas treatment facilities (CO catalytic thermal oxidizers, activated carbon adsorption, caustic/Acid scrubbing towers, condensation recovery ).
Participate in integrity management of emergency containment basins, rainwater diversion/switching valves, bund/dike and anti-seepage facilities.
4. Projects & Technical Upgrades
Participate in feasibility studies for new-build/expansion projects, URS preparation, technical proposal reviews, technical bid evaluations, construction management, and FAT/SAT/PSSR acceptance.
Lead energy-saving and cost-reduction retrofits — steam heat recovery, raising circulating water cycles of concentration, compressed air leak remediation, cooling capacity optimization — and track return on investment (ROI).
Be responsible for archiving and updating drawings (P&ID, layout/general arrangement drawings, single-line diagrams), technical documentation and management-of-change records.
5. EHS & Compliance
Implement periodic inspection, registration and certification management of special equipment (boilers, pressure vessels, pressure piping, lifting appliances/cranes).
Execute management of change (MOC) and work permit systems (hot work, confined space entry, working at height, temporary electrical supply, blinding/unblinding), and ensure closed-loop closure of HAZOP and SIL recommendations.
Be familiar with and enforce relevant laws and standards, including the Work Safety Law, Regulations on the Safety Management of Hazardous Chemicals, Law on Prevention and Control of Atmospheric Pollution, Law on Prevention and Control of Water Pollution, Pollutant Discharge Permitting for Stationary Sources, as well as GB 50016, GB 50058 (design of electrical installations in explosive atmospheres) and GB/T 50493 (detection and alarm of combustible/toxic gases).
Participate in the preparation and drilling of emergency response plans (power failure, steam outage, water outage, fire, leakage), and ensure the fire water system, foam station and fire pump room remain fully operational.
6. Electrical & Instrument/Control Coordination (as per company division of work)
Coordinate the management and preventive testing of HV/LV switchgear rooms, transformers, generators, UPS, reactive power compensation, lightning protection & earthing, and explosion-proof electrical equipment.
Coordinate with the instrumentation & automation discipline on calibration and reliability improvement of flow meters, pressure gauges, level gauges, online water quality analyzers and CEMS.
7. Team & Daily…
